Florida counties lead in digital innovation – from AI and cybersecurity to disaster recovery and public service upgrades, the counties are proving that a tech-forward government is here to stay. Here's how they ranked in the 2025 Digital Counties Survey:

  • 5th – Charlotte County

    • Used QR-tagged GIS apps for faster hurricane recovery, adopted quantum-resistant encryption, and launched online notarized submissions.

  • 7th – Clay County

    • Piloted generative AI for staff training, hired its first cybersecurity specialist, and improved services from bidding to waste collection.

  • 8th – Leon County

    • Launched a new website, online permitting, and bicentennial portal. AI now assesses storm-related tree loss. Over 56,000 residents receive emergency alerts. Secured $1.1M for advanced cybersecurity.

👩‍👧‍👦 500,000–999,999 Population

  • 4th – Polk County

    • Expanded fiber infrastructure and launched a disaster shelter app. Moved services to the cloud and improved resilience through cybersecurity training and public outreach.

👨‍👩‍👧‍👦 1 Million or More Population

  • 2nd – Orange County

    • Integrated AI across departments for invoicing, construction review, drug treatment, and predictive maintenance. Boosted digital equity and cybersecurity.

  • 5th – Miami-Dade County

    • Uses AI to filter 2B+ monthly cyber threats and power tools for pet adoption, HR, and emergency heat alerts. Launched an AI ethics council and beta lab.

  • 10th – Palm Beach County

    • Modernized cybersecurity, uses AI for fraud detection and shelter pet profiles, deployed supercomputing power, and created a Climate Risk Plan.
